What does Segment mean?
A static list is filled by hand. A dynamic list (segment) is worked out from the conditions, so it updates itself when someone starts or stops matching.
Segments make targeted campaigns possible: a long-standing buyer gets a different email from a new lead.
Why does it matter to a small business?
A small company's mailing list is rarely large, so every irrelevant email counts: someone who gets too many messages that are not meant for them unsubscribes. A segment helps everyone get what concerns them, without gathering a list by hand before every campaign. A dynamic list keeps track of who matches the conditions on its own.
What does it look like in practice?

Suppose a winery in Eger holds a tasting in spring. It sends the invitation to people listed with an address in Eger who have bought one of its wines. Anyone who buys in the meantime joins the list on their own, and anyone who unsubscribed is left out. Before the campaign the winemaker sees in the preview at a glance how many people will get the invitation.
